Dear Colleagues,
Our new contract has been ratified and is now in effect!
The vote by the APC membership was almost unanimous, with 98.4% voting in favor of the contract. And on Tuesday, the CSU Trustees voted to ratify the contract, the final step in the process. Thanks to all of you who voted, and a special thank you (and welcome!) to those who joined APC during the voting period.
APC will be providing information about the new provisions of the contract to everyone in our bargaining unit just as soon as possible, including making the contract available on our website. We also expect that within the next few months APC will once again be offering contract workshops on each campus. But we'd like to share with you right away what we know about when the salary provisions of the contract will be implemented. APC has been advocating strongly with the CSU that these payments be made as soon as possible, and we're pleased with the cooperation we've received thus far.
GSI for 2005-2006
Our 3.0% across-the-board raise for the current fiscal year is effective retroactive to July 1 of this year. A lump-sum payment of the increase for the months of July through October will be made later this month, and we should see this base-pay increase of 3.0% in our salaries beginning with our pay warrant at the end of November.
BSM Bonuses
Payment of bonuses in this new program are retroactive to the 2003-2004 fiscal year. Any employee who is employed in Unit 4 with a time base as of May 1 of the applicable fiscal year is eligible for that year's BSM Bonus. Payment of the first year's (2003-2004) bonuses will be made in about a month, probably during the first week of December; employees eligible for these bonuses will be those who were employed in Unit 4 with a time base as of May 1, 2004. The amount of the 2003-2004 BSM Bonus will be $327.41 for every full-time employee (prorated for part-time employees). The exact date of payment for the second group of BSM Bonuses (those for the 2004-2005 fiscal year) isn't known yet, but we expect it to be no later than shortly after the first of the year.
Again, APC will be disseminating information about the new contract as soon as possible. In the meantime, though, if you have pressing questions any provision of our contract, please get in touch with your campus steward. They're quite familiar with the contract, and if there's something of which they're not sure, they'll can and will get the answer for you.
So what's next on the contract front?
It's all too often the case that unions let up once a new contract has been negotiated. Sometimes they engage in preliminary planning for the next round of bargaining, but almost always even that doesn't start for a while. And especially after prolonged negotiations such as we've just concluded, there's a tendency to sit back.
Well, that's not going to be APC's approach. While our new contract includes some significant improvements, there are still a number of areas in which we all know that it needs to be much stronger. So this is certainly not the time for our Union to let up or sit back. And we're not about to. We need to continue our efforts to enforce our contract as vigorously as possible. We need to seek ways to make improvements in our employment situation even before we return to the bargaining table. And we need to continue to build our collective strength. All of these efforts are crucial to our preparation for the next round of contract negotiations.
Our work as APC's bargaining team for this round of bargaining is now over. We truly appreciate the continued expressions of support and encouragement that so many of you have shared with us over the past two and a half years of bargaining. APC's achievements at the bargaining table belong not just to those of us who were there, but rather to all of us in Unit 4. It has been a collective effort, and it's precisely because we were willing to stand together as long as necessary that we were able to achieve what we did.
